Civil War anniversary frugal

Like the parable of the stone soup, Tennessee’s preparations for the 150th anniversary of the Civil War have come together bit by bit, relying on volunteers, a shoestring budget and state agencies chipping in what they can.

‘We said to ourselves, ‘OK, we have a historic opportunity here and almost no money,” said Susan Whitaker, commissioner of the Tennessee Department of Tourist Development and the head of the state’s Civil War Sesquicentennial Commission.
