Diplomat, Springfield grad Harter dies
December 16, 2010 | Posted by javal Eugene C. Harter, a Springfield High School graduate who after a successful diplomatic career wrote a history on Confederates who relocated to Brazil following the Civil War, died Monday in Ellicott City, Md. He was 84.
Born in Rio de Janeiro in 1926, Harter’s diplomat father relocated to the Dayton area in the 1930s.
