New York’s Civil War flags collection at risk

Each year, $100,000 is spent on conserving New York’s Civil War flags — the largest collection in the nation. It’s not a lot of cash, as far as state expenses go.

So how were those taxpayer dollars used, and why have the flags become budget victims?
