I have a medal / badge that I received many years ago from my mother.  I don't know who it actually came from in our family.  I have put the image as my avatar (if I managed to get this to work correctly).  I found an image on the internet of a similar badge that said it was a GAR Past Officer's Membership Badge.

I have a bunch of questions:

Is this a Past Officer's Badge?  What is its meaning?

What is the small circular token hanging from the bar?

The badge has a number engraved on the star, V7738.  What is the significance of that number?  Could it help me find the name of the person to whom the badge was given?

I think my mother told me that the badge was given to a family member with the last name Quigley, and that he was from Pennsylvania - but I could be mistaken.  As I said, it was a long time ago, and I was pretty young when I heard this story.

Any help or guidance to resources would be appreciated.
