Correct me if I'm wrong (and I'm sure many will), but doesn't this all boil down to whether you believe the founding documents are static or dynamic? Were they a complete house, ready to move in and live the rest of your life? Or was it just the frame of a house that could be built as needed for future demands? I happen to believe the latter. Others are "strict constructionists" who believe the former. Really just a matter of perception.
