I've tweaked the following from the op...

"The Southern Boundary of the new one hundred(74=H8+U21+N14+D4+R18+E5+D4) square mile Capitol(7) City(4) was laid in a Masonic ceremony in Alexandria on March 15, 1791: the 74th day of the year."

I had heard that date on History Channel. But I've now learned from Mark Kennedy who has a website of Washington, DC Boundary Markers that it was April 15, 1791. I'll try to contact the Alexandria Lodge (which I've toured) to see if they'll confirm that. But it appears that April 15, 1791 is correct. Note how it now reads...

"The Southern Boundary of the new one hundred(74=H8+U21+N14+D4+R18+E5+D4) square mile Capitol(7) City(4) was laid in a Masonic(74) ceremony in Alexandria on April 15, 1791. Exactly 74 years later to the day, Lincoln died."
