Davis did not!' Ole is right. The Confederacy approved conscription in Apri, 1862, while the Union approved conscription in March, 1863. Also, both Lincoln and Davis suspended the writ of habeas corpus at various times in their presidencies. It's actually remarkable, to me, how similar their presidencies were as opposed to how different they were.
